Manuel Argos announces the founding of the Terran Empire;
Roan Tom starts to rebuild after the Fall of the Empire.
Within each period:
David Falkayn addresses the problems in the League and prepares for its dissolution;
Hans Molitor prolongs the Empire but ends its period of legitimacy;
Daven Laure initiates a new period of immense wealth in a later civilization.

I would have included Dominic Flandry in the list, just before Hans Molitor: "Dominic Flandry helps to prolong the Empire while striving to uphold legitimacy."
